If you have downloaded music on another Apple device using the same Apple ID, you can download it again without paying again. Go to the More option in the iTunes Store app, select Purchased and then select Music.
Sync from Mac/PC to iPhone via USB
If you already have digital copies of the music you want to sync in Mac or PC, you can easily sync them with your iPhone using iTunes. Connect your iPhone to your Mac or PC using a Lightning to USB cable, open iTunes, and select your device icon. Next, go to the Music selection box and select the content you want to sync with your iPhone. Finally, click on ‘Apply’ to sync with your device.

Connect your iPhone, iPad, or iPod touch to the Mac or PC via a USB / Lightning or USB / 30-pin cable. Open iTunes and select the iPhone icon. Select the Summary tab, check the Sync with this iPhone via Wi-Fi option, and click on Apply. You can now disconnect the USB cable, and your iPhone will sync wirelessly.
