Visit Steam in your browser and log in with your Steam ID. In the upper-right corner, click your username and from the drop-down menu select View Profile. On your profile page, click the Edit Profile button button.
Scroll down to the Avatar section and select the image you want to use or select one of the available in-game avatars. Upload the image and it will sync to your desktop client in a few seconds. Pay close attention to image size requirements because there are no cropping or placement tools available to center an image.
